Permitting Assistance - Biosafety Laboratory

CAPACCIO assisted this client with obtaining a wastewater discharge permit for a new biosafety laboratory featuring a bio-kill unit operation as a component of its wastewater pretreatment system. The local sewer authority required significant detail regarding the bio-kill systems prior to the permit being approved and CAPACCIO provided critical engineering support during the application process. Subsequent to the client obtaining the permit, CAPACCIO prepared an operation and maintenance manual for the wastewater pretreatment system as well as a facility grading report and staffing plan.

State University

Stormwater Management Plan Assistance

As part of this state university’s Municipal Segregated Stormwater System (MS4) National Pollutant Elimination Discharge System (NPDES) permit, CAPACCIO developed and implemented a Stormwater Management Plan (SWMP). This included incorporating the six minimum control measures: public education and outreach, public involvement and participation, illicit discharge detection and elimination, construction site stormwater run-off control, post-construction stormwater management in new development and redevelopment, and pollution prevention and good housekeeping in municipal operations. The university reviews the SWMP annually and implements recommended Best Management Practices to continuously meet the requirements of the permit.

Boston-based University

Sewer Permitting

CAPACCIO prepared local and state sewer use permit applications for a new regional biosafety laboratory (RBL) for a major Boston-based university. Due to local interest in the RBL, CAPACCIO and university representatives met with the local sewer commissioners and the superintendent of sewers on several occasions to discuss the scope and nature of the project. The local sewer department did not have a sewer application form, which made it necessary to work with the town to develop a form for use on this project.

In preparing the sewer discharge application, CAPACCIO reviewed the proposed laboratory operations generating wastewater as well as the proposed wastewater treatment system operations for the new RBL. The review was used to estimate the quantity and quality of laboratory wastewater expected to be generated at the facility. Based on the review, CAPACCIO prepared a process flow diagram indicating wet process operations, estimated flows, and anticipated discharge parameters. CAPACCIO developed an Industrial Sewer Use Discharge Permit Application form for review by the sewer department and prepared an Industrial Sewer Use Discharge Permit Application on behalf of the client for submittal. Because the town did not have an EPA-approved industrial pretreatment program (IPP), CAPACCIO forwarded a copy of the permit application to the EPA Region 1 office for review and approval.

Air Permit Review

In anticipation of a planned expansion and upgrade, CAPACCIO reviewed the client’s facility operations and air permitting status to determine the facility’s permit needs for the future. The client operates fuel utilization equipment under a Restricted Emission Status (RES) permit issued by the MassDEP which limited air pollutant emissions from the combustion of fuels to less than major source levels.

CAPACCIO reviewed the existing facility operations to determine compliance to issued air plan approvals. CAPACCIO also determined the applicability of MassDEP air pollution control regulations to equipment and facility operations. CAPACCIO conducted site visits to tour the buildings and identify sources of air emissions, to review installed fuel utilization equipment (boilers, heaters, emergency generators, etc.) and plans for future expansion related to air emissions, and review onsite records pertaining to air permitting and tracking of air emissions.
